Urgensi Kebijakan Anti-Bullying di Lingkungan Pendidikan Dasar Berdasarkan Nilai-Nilai Pancasila

Bullying is a serious issue in education, especially in elementary schools, with significant impacts on the physical, mental and social well-being of victims. Based on data from the Indonesian Child Protection Commission (KPAI) in 2024, there were 141 cases of child abuse, 35% of which occurred at school, and 46 cases led to suicide. This research aims to analyze the legal protection of bullying victims, evaluate government policies in addressing this issue, and identify the role of education in preventing bullying behavior through Pancasila values. The research method used is literature analysis with a qualitative descriptive approach, utilizing data from articles, laws, and related official reports. The results show that despite legal protections such as the Child Protection Law, the implementation of anti-bullying policies in schools is still weak. Factors such as environmental influences, weak teacher supervision, and lack of education about the dangers of bullying are the main causes of the high number of cases. In addition, the lenient treatment of perpetrators, especially minors, is an obstacle to law enforcement. This research recommends strengthening Pancasila values in education through integrating anti-bullying materials into the curriculum. Increasing the role of teachers in supervising students, involving parents in the formation of children's character, and socializing the dangers of bullying in schools are important steps. In addition, there is a need for stricter policies and media-based education to prevent and deal with bullying effectively, in order to create a safe and inclusive learning environment.
