Bridging the digital divide: Unpacking the roadblocks to innovative risk management in construction

The integration of digital technologies in the construction industry can improve risk management, productivity, efficiency, and decision-making. However, adoption remains limited, particularly in developing countries. This study investigates the key barriers hindering the use of digital technologies for risk management in the building industry. A quantitative research approach was adopted, using descriptive statistics and exploratory factor analysis based on data collected from construction professionals. The factor analysis grouped the barriers into four major categories: data security and internet cost concerns, financial and workforce barriers, economic and labour market concerns, and organisational and cultural resistance. The findings show that digital adoption is affected by interconnected challenges, including weak digital infrastructure, financial constraints, skills shortages, and resistance to change. Addressing these barriers requires leadership commitment, staff training, improved digital infrastructure, stronger cybersecurity, and supportive policies to reduce connectivity costs. The study concludes that while digital tools offer significant benefits for construction risk management, their successful implementation depends on coordinated organisational and industry-level change.
